In 2000, demand was growing relative to supply. In 2008, just as supply is catching up, the GFC struck and upcoming supplies was cut out. Now, as demand picks up again, supply is inadequate again.

An article on Bloomberg quotes an analyst at the Chinese futures broker Shanghai Oriental explaining that the metal investment by pig farmers and other speculators gives the impression of strong demand in China. "But it is actually those who take a pessimistic view of the economy and are looking to preserve their wealth who are buying."
